19. (SBU) Brazil: International AIDS meeting ends with no mention of licensing.  The International AIDS Society (IAS) meeting in Rio de Janeiro closed July 27 with no statement on Brazil’s threats to copy patented HIV/AIDS medications.  However, the scientific conference praised Brazil’s strategy for fighting AIDS.  Postponed GoB talks with Abbott Pharmaceuticals, maker of the IADS drug Kaletra, are expected to resume the week August 1.  On July 27, the Brazilian Embassy told USTR that Ambassador Abdenur is scheduled to raise the issue with new Health Minister Saraiva Felip during consultations in Brasilia the week of August 1.
