Open-ended consultations on copyright limitations and exceptions for persons with print disabilities

Mr. Chairman,

Yesterday, during the first round of the consultations, Brazil recalled the reasons why there is an urgent need for a treaty on Improved Access for Blind, Visually Impaired and other Reading Disabled Persons. As civil society representatives were not present yesterday, I will recall some of the main points Brazil holds dear in these discussions.

How will WIPO provide a “speedy solution” to the problems faced by the reading disabled persons in accessing copyrighted works?

In May 2009, at the WIPO Standing Committee on Copyright and Related Rights (SCCR) 18th session, the governments of Brazil, Ecuador and Paraguay formally tabled a proposal to WIPO endorsing the World Blind Union's Treaty for Reading Disabled Persons.

Brazil, Ecuador and Paraguay submit proposal on a WIPO Treaty for Reading Disabled Persons

On Monday, 25 May 2009, the governments of Brazil, Ecuador and Paraguay submitted a proposal to the to the 18th Session of the WIPO Standing Committee on Copyright and Related Rights (SCCR) entitled, “Proposal by Brazil, Ecuador and Paraguay, relating to Limitations and Exceptions: Treaty proposed by the World Blind Union (WBU)”.
