WIPO patent committee solicits comments on proposals on quality of patents (including opposition systems) and patents and health

On 28 June 2011, Francis Gurry, Director General of the World Intellectual Property Organization (WIPO), sent out Circular note 7998 requesting Member States and Observers to the WIPO Standing Committee on the Law of Patents (SCP) to submit comments on the the proposal by Canada and the United Kingdom of Great Britain and Northern Ireland on Quality of Patents, including Opposition Systems and the proposal by South Africa on behalf of the African Group and the Development Group on Patents and Health. The deadline for submission is 11 September 2011.

Pursuant to the decision of the sixteenth session of the Standing Committee on the Law of Patents (SCP) held in Geneva from May 16 to 20, 2011, discussions on the topics of Quality of Patents and Patents and Health at the seventeenth session of the SCP will be based on the proposal by the Delegations of Canada and the United Kingdom (document SCP/16/5) to be further revised by those delegations, the proposal submitted by the Delegation of South Africa on behalf of the African Group and the Development Agenda Group (document SCP/16/7) and other comments/proposals presented by Member States.

In line with above decision (paragraphs 12(a) and 15(a) of document SCP/16/8), I have the pleasure to invite comments/proposals, as applicable, via following means:

Comments/proposals submitted by Member States will be posted on the SCP electronic forum and complied in working documents. Comments submitted by observers will be posted on the SCP electronic forum. Observers are invited to submit their comments in as many working languages of the Committee as possible.

I should be grateful if such comments/proposals could be submitted to the International Bureau preferably by September 11, 2011, in order to ensure timely translation of comments/proposals received from Member States.
