On Thursday, 29 September 2011, Pakistan made the following intervention on behalf of the Asian Group during WIPO’s discussion of the Report of the Standing Committee on Copyright and related Rights. On the matter of exceptions and limitations, the Asian Group stated:
The Asian group also recognizes the on-going discussions in the SCCR on Exceptions and Limitations as a very positive development since Exceptions and Limitations bring about the necessary balance between private IP Rights and public use in the context of national public policies and development goals. We hope that these discussions would lead to a suitable normative framework in the area of exceptions and limitations to copyrights. In this regard we welcome the work plan with a well-defined timeframe adopted at the 21st Session of SCCR for evolving a normative framework for providing exceptions and limitations to make copyright-protected works accessible to Visually Impaired Persons and other disabled groups, Libraries, Archives, Educational and Research institutions.We are encouraged by the progress made with regard to the draft VIP treaty and look forward to its early finalization and adoption, enabling the visually impaired and reading disabled persons to a large collection of printed literature from across the globe.

Asian Group Statement on Agenda item 29: Report of the Standing Committee on Copyright and related Rights (SCCR)I am making this statement on behalf of the Asian Group.
2. We take note of the Report of the Work of the Standing Committee on Copyrights and Related Rights (SCCR) as contained in document WO/GA/40/6. The Asian group is pleased to see the progress being made on the three substantive issues on the Committee’s agenda including Protection of Broadcasting Organizations, Protection of Audiovisual Performances and Exceptions and Limitations to Copyrights and related rights.
3. The Asian Group recognizes the progress being made on the long- pending Treaties for the protection of Audio Visual Performances and Broadcasting Organisations and welcomes the decision of the 22nd Session of the SCCR to recommend to the General Assembly to resume the suspended 2000 Diplomatic Conference on the Protection of Audiovisual Performances. We are keenly looking forward to the preparatory process for this Conference.
