In the early hours of Thursday morning, 15 October 2015, the WIPO General Assembly adopted the following decision related to the future work of the Standing Committee on Copyright and Related Rights (SCCR). There was no consensus on future work so the Assembly directed the SCCR to “continue its work” on the protection of broadcasting organizations and copyright limitations and exceptions.
The text prepared by Martin Moscoso (facilitator of the SCCR informals) did not reach consensus; consequently, there is NO decision recommending the WIPO General Assembly in 2016 to “decide on the convening of the Diplomatic Conference to be held in 2017.”

Proposed Agenda Item 12 Decision Paragraph on the SCCR ReportThe WIPO General Assembly is invited to:
(i) take note of the information contained in document WIPO/GA/47/5; and
(ii) direct the Standing Committee on Copyright and Related Rights (SCCR) to continue its work regarding the issues reported on in document WIPO/GA/47/5.
