This is the official 307 page report of diplomatic conference that produced the 1961 Rome Convention. The report is useful in understanding what happened at the 1961 diplomatic conference, and provides context to the current WIPO push for a diplomatic conference for a new broadcasting treaty. The report can also be a reminder of what is missing from trade agreements negotiated in secret, which appear with little or no explanation as to country positions, and no record of alternative formulations of the text or rationales for proposals.
