According to OpenSecrets.Org, the pharmaceutical manufacturing sector has reported $115,571,832 in lobbying for 2011, a number that will grow considerably when all quarterly reports are filed. The top lobbying outlays were reported by PhRMA, the trade association, followed by Pfizer, Amgen, Merck, Lilly, Novartis, Bayer and GSK. The top generic company was Teva, which ranked 12th overall. As reported by OpenSecrets, some firms are listed more than once, for lobbying outlays by different subsidiaries. Accounting for reporting by different subsidiaries, PhRMA and the top 4 individual firms reported 40 percent of the total. PhRMA and the top nine firms represented 60 percent of the total. For some reason, OpenSecrets has no data for the trade association BIO in 2011.
The biggest year for pharmaceutical industry lobbying was 2009, the year that the Affordable Health Care bill was passed, when industry lobbying outlays were reported at $186,193,467. OpenSecrets.org reports the number of lobbyists as 825 in 2011.
The reported outlays and employed lobbyists is a small part of the actually effort to influence the government, and does not include many persons who supervise and direct lobbyists, public relations and grass roots organizing campaigns, or lobbying of the FDA, USTR or other executive branch agencies.
