On Thursday, 31 May 2018, Knowledge Ecology International (KEI) made two recommendations in relation to WIPO’s draft action plan on educational and research institutions and persons with other disabilities.
KEI proposed that the regional seminars for educational and research institutions and the international conference on limitations and exceptions consider two issues:
1) What have been the national experiences in implementing and using the 1971 Berne Appendix to obtain access to works for educational purposes? Has the Berne Appendix been a useful and effective tool to expand access to works (and translations), and if not, why not, and what needs to be fixed?
2) Do the 1976 Tunis Model Law provisions on copyright exceptions for education need to be be updated?
