5:55pm Plenary May 2, 2017 We were told there will be no time for NGOs to make statements.
The Chair started the Plenary at 5:55 pm or 5 minutes before the meeting was to clse for the day.
In brief:
- No recommendation to the GA for a Diplomatic Conference in 2018 (not ready for prime time).
- The Chair’s text is being replaced by a “committee Text”.
- The EU is not happy.
- The broadcasting treaty has stalled. Again.
Here is the transcript of what we can share:
Just like since yesterday afternoon, the WIPO Standing Committee on Copyright and Related Rights has convened in informal. Some members of delegations and NGOs are staying in the main room and are listening to the discussions but cannot participate nor report on anything that is being said.
It is frustrating of course but it looks as if it will be the “new process of negotiation” for the time being. As one person said to me “secret negotiations regarding broadcasting, cablecasting and webcasting at WIPO? what could go wrong?”

We remember the important work of the previous chair and vice chairs. We would like to thank the Secretariat for preparation and organization of this session and also for publication of the documents for our consideration.

NGOs Statements on Casting treaty in Plenary November 16, 2016
The representatives from broadcasting organizations association might be over-reaching again and are asking for copyright like rights, right to prohibit and authorize, re-transmission on the internet, post fixation rights, up to 50 year terms….the NGOs had strong words, warning of unintended consequences for copyright owners, journalists and the larger public and user of the internet.

November 15, 2016 SCCR 33
The SCCR 33 morning session was not held in plenary but in an “informal”setting meaning a limited number of delegates could be in the negotiating room. NGOs and some delegates can hear the negotiations and read the document under discussion but we cannot report on it. The informals continues in the afternoon. I believe it is fair to say it is still about agenda item 5 Protection of broadcasting organizations.
Hopefully, when the “conclusions” are presented in plenary, we will be able to report on the progress if any of the negotiations. Continue Reading
