SCCR 34 Update on Progress of Broadcasting, Cablecasting and Webcasting Treaty Progress (or lack thereof?)

5:55pm Plenary May 2, 2017 We were told there will be no time for NGOs to make statements.

The Chair started the Plenary at 5:55 pm or 5 minutes before the meeting was to clse for the day.

In brief:

  • No recommendation to the GA for a Diplomatic Conference in 2018 (not ready for prime time).
  • The Chair’s text is being replaced by a “committee Text”.
  • The EU is not happy.
  • The broadcasting treaty has stalled. Again.

SCCR 34 May 2, 2017 Short update

Just like since yesterday afternoon, the WIPO Standing Committee on Copyright and Related Rights has convened in informal. Some members of delegations and NGOs are staying in the main room and are listening to the discussions but cannot participate nor report on anything that is being said.

It is frustrating of course but it looks as if it will be the “new process of negotiation” for the time being. As one person said to me “secret negotiations regarding broadcasting, cablecasting and webcasting at WIPO? what could go wrong?”

SCCR34 Statements regarding the Broadcasting Treaty

EUROPEAN UNION:

The treaty on broadcasting organizations is a high priority for the European Union and its Member States. We are strongly committed to advancing work on the various work of the previous sessions. We look forward to discussing the issues set out wherein.
We hope that further progress can be made on the basis of the revised consolidated text, on the rights to be granted and other issues that has been prepared nor this session.

PCB39: Eight hour drafting session charts future course for UNAIDS work program on Intellectual Property and the UN HLP

The Joint United Nations Programme on HIV/AIDS (UNAIDS) held the 39th Meeting of its Programme Coordinating Board (PCB) from 6-8 December 2016 in Geneva Switzerland. In his opening speech on Tuesday, 6 December 2016, Michel Sidibé (Executive Director, UNAIDS) paid tribute to the life of Australian national Katie Kirk – who passed away on 20 October 2016 while on mission in Indonesia.
